Merc 40 OB with stuck tilt - how to remove

I have a 40 hp OB motor with a stuck tilt. I have drained the fluid from the reservior to have the piston lower but no luck. Is there a way to remove the tilt/trim motor/piston without removing the motor from the boat? Or better yet how do I get the tilt/trim off for repair.
