Weird High speed needle???

I just picked up a 1966 Johnson 20 hp outboard motor and am having issues with it idleing. It coughs at low speeds then dies. I tried rebuilding the carburetor and while doing this noticed that the end of high speed needle valve was flat. Is this right? The low speed needle valve has a nice point on it. Shouldnt they be the same? I tried reinstalling the carburetor and still have the same problem. Any ideas?

Not flat, but much less taper is what it should be.
