On the starboard side of the tilt bracket is a hole, reach in that hole and turn the flathead screw counter clockwise until you hear the valve release pressure, then manually lift the motor and put latch in place to hold the motor in the up position( retighten the release valve). Now you can take the cap off the tilt reservior and refill. When its full replace the cap and run it up, if the reservoir is full and it still wont lift its going to be the pump more than likely since you can hear the motor turning.
