Questions regarding 1988 Johnson 25 hp carburetor rebuild

I have a Johnson 25hp outboard model# J25RLCCA. I just recently rebuilt my carb and changed the plugs, but I am still having an idle problem. It seems to run great with the choke in the 1/2 out postion but when I push it in it sputters and stalls out. I set the needle valve 1.5 turns as directed. Opening it up doesn't seem to help the idle at all. I have checked the filter on the pump, it seems to be clean. There are no visible gas/air leaks that I can detect. The bulb seems to stay hard and if it matters, I am running the fuel at 50:1. Any ideas would be much appreciated.

After further investigation, I have been mistaking the choke for the manual primer system. I realize now that this carburetor has no choke. Could I be having a problem with the manual primer system? Is is normal to run this motor with the manual primer system open a little bit? Any help would be greatly appreciated!!
