The water flow on my 1996 25hp Johnson always worked fine with
the flush ears but recently it will only pump out a strem if I submerge
it in a barrel.

I'm at a loss here. On muff's you are force feeding it with city water pressure. Sqeese the steel strap together for a tighter fit. If the engine is over-heating either way, replace the water pump, thermostat, or both.
Yes, I am using city water and have tried what you mentioned about squeezing the ears but that doesn't work. I do notice that when I submerge
the lower end in a barrel it looks as if air or exhaust is blowing bubbles in the
front of the lower end right where it bolts on. I'm starting to think I may have
a bad pump gasket.
