Mercruiser 4.3 stuck in gear and won't start

I have a Mercruiser 4.3 sterndrive, it's stuck in gear and will not start...was told about the safety over ride, I can not remember what the safety over ride is...something to do with the starter and cylinode, can someone advise? Not sure of the year, some where btwn 1992-2000.

Any idea what could be causing this problem?

Get a serial number off the engine. Look above the starter at the back of the engine. Also find a SN for the drive, it's on the port side of the upper part of the drive.
Way to many variable with 92-00 engine.
Let alone not knowing if it's an Alpha or Bravo drive (or something else)
