trim will not lower

I am brand new to boating. We have a 2004 Caravelle 187 with a volvo 4.3L. We launched the boat the other day and the trim would not lower. It does not make any noise at all when the trim switch is moved to either the down or up position. We pulled the screws out of the throttle/trim handle and saw no obvious problems. The trim pump fluid was below the minimum line, so we filled it - but it is still not working.

What do you recommend looking at?

Check to see that the ground is good. Next, look and see if the solenoids, both up and down are recieving power from the battery. If they are- run a jumper and if they energize- its the switch that's bad.
