There is a good chance the foot control is the issue, especially f you have left the control exposed to the elements. They should be kept dry. It so happens I just replaced the foot control on my buddies boat for the same reason. I have his old one and have disassembled it for troubleshooting and will post my findings and pictures of the problem later. The control board in the foot control lists for about $80. You can buy a new foot control for $69 at our local farm store (Fleet Farm). Any store that sells boating supplies and trolling motors will have them. Do not try and fix the board. The switches inside are all membrane types and once moisture has penetrated the membrane, they become irratic or totally inoperative. Stay tuned for pictures.
