73 Evinrude Triumph dies in gear

I have a 65hp 1973 Evinrude Triumph that dies every time I put it in gear. Motor idles quite nicely..but I have to use the choke every time I want to start it - even if it's warm. Have good compression on all 3 cylinder (>100). A timing light indicated I get spark on every plug. Took the carbs out and cleaned them in a carb cleaner tank - got the carb kits and replaced gaskets, needle/seat. However, I did not take the jets out. Took the fuel pump apart, but didn't see anything wrong with it. Have a new fuel tank and fuel line/bulb. My coils and spark plugs are also replaced...so is the powerpack and timer base, which was bad. Did the link and sync according to the service manual. Anyone got any ideas or suggestions how to get it going in gear, I would be greatful. ;)

With all that work having been done (correctly), I suspect the idle speed is merely set too slow. Set it up a bit, then do final idle RPM with it in gear.

But the choke issue-----???

idle speed should be 600-750 in the water and in gear.

Yes, the idle speed is quite low when I put it on gear. I will try increasing it.

If I run my engine in a trash can full of water, is it ok to run it without a propeller attached (just to see that it doesn't die in gear)?
