Took the 'air filter' off and I thought it was an air filter but I guess it's called a flame arrestor. Low pollution on the water / river so they have a marine flame arrestor vs air filter i guess ( ? )

Either way, whats the best way to clean it? I read choke cleaner will help melt that sludge off. The metal looks in good shape, it's just oily and dirty so I figure cleaning would save me the $90 or so instead of replacing it.

You should never need to replace that. You can clean it with a solvent or blow it out with the hose. If it is oily stuff, use some gasoline, acetone or even turpentine to soak it for a bit. Now use the hose to blast it from the inside. Let it dry before reinstalling it.

Thanks Chris! That did the trick, cleaned with carb cleaner and flushed with hot water. Looks brands new.
