1990 Evinrude 70hp no water at tell tale

I just replaced the water pump and still get no water at the tell tale when on the muffs. Is this 'normal' when on muffs?
The prior owner said it would not do it for him either but that it poured out when in the water. Thoughts?

The port has alredy been moved to the top of the exhaust housing and the t-stat spring has been replaced.

check the hose for it being clogged. kritters love making nest in the hose.

Spiders love to crawl into there to molt and leave a web and exoskeleton behine. This happened first time out this spring.

It does not appear to be clogged. I ran it on the ramp and it gushed.
