40 merc. runs good then bogs

Have a 91 40hp mer. starts ok, runs good. 3 or 400 yards across lake at 3/4 to full throttle,starts losing speed and finally quits.let it set for a few minutes,starts up runs real good then quits again

First fuel line and primer gas filter and compression !!!!

flooding out possibly - float needle not seating properly .
can you pump the bulb hard and hold moderate pressure or does it go soft again?
