1993 omc 4.3 chevy motor no water

I have a omc sterndrive boat with a 4.3 litre engine. i have replaced the impeller. i've took the lower end off inspected for any crackes and replace the rubber seal at the copper tube. and it still does not have any water come to the hoses. does the out drive have to be in the water or can i run it in 35 gal. drum?

Welcome to iBoats.
You can run it in a drum but the water level should be at least up to the water pump level. Did you get the driveshaft key in place? If not, the impeller isn't spinning.
