93 60hp Evinrude Carb Tuning

I have recently had my motor rebuilt. I have about 20-25 hours on it since the rebuild. The motor is not very responsive from low rpms. Could the carb need tuning? At high speeds, it is fine, and from reading other threads I assume the high needle is fixed. Will adjusting the 3 fuel mixture screws help with this bog.?

Any starting point for adjustments?

it may, when were the carbs last cleaned? could be clogging pickup tube also. could be need for linc n sinc. adjust only one at a time.

Carbs were cleaned just a few months ago. It's been this way ever since the rebuild, but I thought it might be de-tuned a bit for the break in. Break in is over and it's time to get some snap in the bottom end.

Wouldn't the rebuild guy have done the linc n sinc ? just curious.
