Motor not started for 2 years

HI I have a 1996 mariner 40hp , and its been stored for the last 2 years and never turned over. Its been in the semi up/travel position on a transom saver on the trailer. Im redoing the entire boat, and would like to get to the motor first, so im wondering if there is a right way to start a motor that hasnt been used for a while? Thanks Tom

1 Pull the plugs and spray PB Blaster in all cylinders.
2 Turn the crank by hand (pull start fly wheel) If it turns all the way around easily you are in good shape to fire it. Fly wheel should turn smoothly. If not get a bore scope and check cylinder walls to see how bad the rust ring is, this will tell you how bad it is and if you need to tear it apart to replace rings and such.
3 hopefully the motor was ran out of gas when it was stored otherwise you may have carb work to do lacquered gas is a big problem, floats, needles, ect. need cleaned, you can smell the gas and it will smell like varnish (Big Problems)
4 If everything checks out replace plugs and see if it will fire.
