Mercruiser single button and handle controller

Does anyone have good specs or service knowledge on this controller?? It has 2 rotating plates and the handle and button is working correctly (forward reverse) but the bottom plate does not seem to be turning when i turn the handle. Any ideas??

i don't know the answer to the question or i'd have answered. never had my remote apart. anyways, i think ya should repost this question in the i/o forum so ya can get more exposure to folks that may have the answer... or perhaps ask the mods to move this post?
