On my tiller handle, when i turn it, it has a lot of play in it. with the play in it, it doesn't give me enough movement to open the throttle all the way up and if I adjust it to where it does, it won't idle all the way down. Is there anyways to adjust the play in it. Or do i need to just start replacing parts?

The Factory service manual, available at any Tohatsu/Nissan dealer, explains how to adjust the throttle cable. Basically, you want almost no slack in the cable. Not tight like a guitar string, but almost no lash. Sounds like your cable may be loose, preventing enough total throw from idle to WOT.

I dont' have any kind of cable, it is just two rods of metal with something like two gears that connect them.

Oh, duh, sorry, you have the older gear-style throttle. Sounds like it's getting sloppy/worn. Check for where the extra play is and fix that part(s) with new as available.
