1983, 70 horse outboard, Model J70ELCTE carb rebuild question?

Hello to everyone,
I am rebuilding my carbs on my 1983, 70 horse Johnson model J70ELCTE. My question is, is the round gasket that has a hole in the center that slides over the pick-up/nozzle tube on the carb serves anything important? Reason I ask is because 2 out of the three carbs where cut pretty good where the float bowl mates up to the carb. I am also doing these carbs becuase after it warms up it runs kind of sluggish and will stall and die if I don't milk the throttle handle. Let me know what you think... I am very curious and hope this is what my problem is and I also found a I think a kinked main fuel line comming from the connector inside the motor to the inlet on the fuel pump. The end of the fuel line that connected to the engine connector had the rubber jacket seperating from the nylon braid showing the nylon braid where it bent at.

That small round nozzle gasket is very important. A flawed or missing gasket would allow air to be drawn into the main carburetor venturi area, and it would also allow fuel to spash from the float chamber into that same venturi area. This effectively cancels out the design and purpose of the carburetor.

Thanks for your reply, very much appreciated. That would probably explain my idle issues and stalling out going from idle to gear and having to start it several times until I can successfully take off. Once in WOT I am o.k. but it is a little sluggish getting there from idle position. Would this flawed gasket cause this issue?
