Stiff steering 67 Merc650

Hey i just got my first boat its a 71 larson shark with a 67 Merc 650 the sterring is really stiff ive made sure and serviced all the grease certs i could find. still no better under the "dash" there is a bolt on the back of the steering setup with a spring does lossening this decrease the resistance. Sorry if its a stupid question im new to the boating world and there is no manual i can find for this.
