1999 Mercury 90HP problems water/gas

I have a 1999 mercury 90hp 2stroke, major problems.i recently purchased this boat from a guy who swears its perfect. first i observe the motor running funny and when full trottle there is no power. after cleaning the carbs and replacing the plugs, check the timing, and all hoses and wires, everything seems intact. the first time i cleaned the carbs there was water in the bowls.so i replace no tanks, lines, bulb and anything that might hold water. and again today after numerous times trying to get it to run right i decided to open up the carbs again. to my surprise there is water in it again, more than half the gas. could it be leaking from somewhere internally? and running back through the intake and back into my gas? i took apart the side plate where i can see the pistons. and check for visual cracks but nothing, could a bad gasket let water seep through the exhaust passage, through the chambers and into my carbs? please help someone.:(:(:(

Why are you messing with power head when you know the issue is in the fuel? Sounds too me like the tank is heavily containmated with water in the fuel. Replace all filters, clean carbs (again) and run ther boat on secondary tank, if that runs fine then you know you have to get old fuel/water outta the boat tank.
