84 OMC shift converter rig

Hoping to find OMC expert here. My out of gear dimension is 1 1/4, minimum per seloc book (10-60) is 21/32, no maximum stated. ( the cables fit perfectly into segment pulley so I am presuming lower unit is rigged correctly) (I installed new cable a year ago but never rigged upper half because hurricane Dolly decided to remodel my house, now I am ready to go fishing) The shift arm full throw is 3.0 ", full reverse is 14 on the degree tape, out of reverse is at 4 on the forward side of degree tape. Moving shift arm by hand I get smooth shifts into forward and reverse. I dont have enough throw on my remote control cable to engage both gears. Snapper season is waning, TIFT is coming up and I'm in the driveway. Thanks for any good solutions.:confused:
