wont start in water

i have an evinrude 115. '97 model. will start fine in the driveway hooked up to waterhose. will not start when i put it in the water. PLEASE HELP!

99% idle speed stop screw set too low, there is not any back pressure on the exhaust, when on muffs. idle has to be set higher, then fine tuned, in the water with the motor in gear.
