I have a 93 Evinrude 60hp, water is not coming out of the top hole so i figured it was the impeller so I started to take the lower gear case off, got all the bolts out and the lower section drops down about an inch and stops. What am I missing to get the lower case off?

Unhook the gear shift lever below the bottom carburetor. Good luck now that you have it this far.

remove starter air silencer so you can see what you are doing.
