rpm at idle

So I got my '56 10hp evinrude running. Starts up great. Haven't run the motor in over a week, pulled the choke, and started on the first pull. In the trash can, I can get the motor to idle down to about 800-900 rpm, but if I try to bring it lower to about 650-700 rmp, it starts to sputter and then dies. Now, I've done everything - cleaned the carbs really well, link and sync, and adjusted the low speed jets. It has new coils, new points, and condensers. Plugs are new.

So my question, what is a good idling rpm for this motor when not in gear?
