92 Mariner 40hp won't go into gear

When I put my 40hp Mariner into gear(I believe it's a 1992 or so), the RPMs go up, but the prop doesn't spin. When in gear(not running), I can turn the prop freely. The lower shaft turns with it, but I don't think anything else is. Does anyone know if the is some sort of shear pin or anything else that might break, allowing the lower shaft to spin independently from the rest of the lower unit?
