1994 Evinrude 115 only getting 4100 RPMS trimmed out.
I have a 115 Evinrude, 1994, that I bought brand new. I have used it a lot over the years. I checked compression with a cheap gauge and noticed that I had conflicting compression reports on all 4 cyl. I had the engine rebuilt with new pistons, rods, heads, and cylinders bored. The compression reads 130 on all. I still don't have much power in hole shot on a 17' boat when loaded. Even with a light load it will no longer pull me skiing. With just myself in the boat I used to get 5800 RPMs. Now I get 4100 max, trimmed out. I am also running the OEM stainless 17 pitch prop that has always been on there. I had it rebuilt/repacked 2 years ago with no noticeable slip when I try to turn the prop by hand. When I had the motor rebuilt I also had the carb redone and it starts and purrs like a kitten in idle and neutral.
Any other ideas on my hole shot and top end RPM issues?

Well I took it in for the rebuild and had the cylinders and the carb rebuilt at the same place/time. It was sluggish before and the carb had issues. When I got it back it purred good in idle and seems steady BUT still has the same hole shot issues. It will choke out from time to time now or at least that's what I'm calling it. I can put the hammer down and it may die or it may take off like it should (shy of the torque it once had). I'm not familiar with the sync system??? I had this rebuilt last year and have had 60 gallons of fuel through it since the rebuild. So, I haven't put too many hours on it and it was like that when I got it back from the rebuild.

I actually ran seafoam in it prior to the rebuild but a new carb kit was installed 60 gallons ago. I haven't put any in since then. I thought about Seafoam but didn't know if it was needed since I had such a new carb. I can try it anyway. I ran the gas completely out (luckily was pulling on the trailer) and had to refill just a few months ago. I have put almost 3 full tanks in it this year so there shouldn't be any real old gas in there. Just devil's advocate... if the compression is not good, would it still have the same symptoms or do you think it's more carb at this point?

lin n sinc, is a step by step procedure, that coorindates the spark advance and the carb advance, so that they work together. you need the OEM Evirude manual for you motor, as it is different for each motor. yes the carbs could be contaminated. read about ethanol and outboards. http://forums.iboats.com/showthread.php?t=299680

Thanks for the help! I'm pretty sure it's a carb/fuel issue at this point. I actually ran ethenol in there one time since the rebuild and I'm sure that didn't help. 99% of the time, it's ran standard 87 octane unleaded.
