another head/cam question and opinions on my set-up wanted

First want to say hi and that this is an exceptional site. I have been reading here for days and finally signed up to ask a few questions specific to my boat.

My boat, 1994 Ebbtide Campione 1900. came with a 210hp 5.0 and Yamaha stern drive. <-----yes yamaha stern drive. i have only seen a small amount of these and only on the net.

When i bought the boat it had a cracked block and i swapped to a 350 and used all the componets off the original engine to do the swap. i also used the cam out of the 305. Everything went smooth and boat ran excellent for a season. So this year i started noticing water in my oil and sure enough after a thorough inspection found i had a crack cylinder wall on #6.

Swapped the engine out again with a fresh 350 bored .30. I got it running great and idleing fine on the hose but as soon as i put it in the water it is hard to start, wont idle, usually cuts off as soon as it is put in gear. My biggest problem is this thing wont even get out of the hole with 2 people on board and 19 pitch prop (last year i was running a 24 and was doing great). On start off it wont even rev past 3300 rpm and just "plows" thru the water.
I didnt change the cam in this engine and it came out of a truck, so im thinking that my cam is the problem and so does many marine mechanics around my area as well as comp cams tech line.

So, what i want is to be in the 275-300hp range. I have the above mentioned 350 .30 bore Q-jet marine card, weiand stealth intake, and am considering going with the comp xtreme marine cam
from comp cams:
Operating Range:1300-5500 RPMDuration Advertised:262? Intake / 268? ExhaustDuration @ .050'' Lift:218? Intake / 224? ExhaustValve Lift w/1.5 Rockers:.462'' Intake / .477'' ExhaustLobe Separation Angle:112?

I currently have a set of the older style heads (70ish model 350 heads) on the boat and a set of vortec heads off the previous engine. The vortecs need a valve job and freshing up ($200-$300). Would they gain enough power over the older heads to justify the cost. Does this set-up sound like it will be in the 300hp range?

Also considering a set of the comp roller tip rockers, says they pick up 15-30 hp over convetional rockers. is this a realistic power gain or are they just blowin smoke? Would they work well in a marine app.

i would say i drive my boat more on the aggressive side, always tubing, skiing, kneeboarding etc. Almost always have 5-6 people on board and i do cruise across the lake at WOT a good bit.

Ayuh,.... It overheated from lack of water at some point,+ the shutters got Fried, fell down into the y-pipe,...
Now causing a "Don't wanna Run" condition.....

well that makes good sense but it was running fine before i swapped engines, given the old motor was letting water in the oil, but it wasnt low on power. while installing the new engine i did notice that both flappers in the exhaust were there and functioning properly.

If that was the case wouldnt the engine not want to run right all of the time instead of just in the water?
