2003 Mercury 175hp Will not run at low throttle

Hello I have a 2003 175hp mercury optimax and lately I have been having this problem were at the start(low end) I have been applying fuel but no responce from the engine, until after about 1-2 min the engine operates normally. It just seems bogging. I did notice A small fuel leak in the line when under pressure could this be the problem. Any help would be much apppreicated.
