Default 85 bayliner Ciera. Electrical issues

I have an 85 bayliner Ciera. Great boat. My question was on the electrical setup. I try running the power cord to the house and the only thing that works is the outlets. Is this because I am missing the battery charger?? If so where can I find one that will work in this boat. Thanks

Those outlets are the only things on your boat that's wired for 110 volts. Everything else will be 12 volts. There are some occasions where one - maybe two - lights would be hardwired into the 110 system but that would more than likely be an aftermarket item installed by a PO.
And no - a battery charger will have no effect on any 110 volt system.
If for some reason your battery grounding wire is loose or corroded then you might have some issues with your 12V system.
Check it for tightness and cleanliness. Do both of them - the battery and the block ground.

Thanks for the advise. Let me just add a little more info to this. As of right now I don't have a battery charger hooked up in the boat. The guy I bought it from told me I could buy one at walmart. If I had a charger hooked up would I be able to run all electrical items when plugged in? Because right now I am have the batteries turned off at the kill switch in the engine compartment. But if I had the charger hooked to the batteries then everything should work then??? I don't know maybe I'm over thinking this!!! Any ways I asked someone who has a newer model cruiser and he told me he has a Flyback 10-3. If u look this up on eBay it is selling for 60. I was just wondering if there was any other place that would sell something similar?

I do believe you are indeed "overthinking" this. So for the sake of brevity here we go.
All of the outlets in your boat are 110 volt - shore power operated. Has NOTHING AT ALL to do with your batteries - NOTHING !!!!.
With your shore power cord plugged in they will work. With the shore power cord NOT plugged in they won't.
There are two different and distinct electrical systems on your boat.
110 volt and 12 volt. Your 12 volt system is operated from your batteries. This will operate all of your electronics and the interior cabin lights. It will not make the outlets HOT ( they're 110 volt shore power - OK? )
Now, once again. A battery charger will NOT activate the outlets - it is a completely different circuit - .
So, to recap: shore power plugged in, outlets work. Shore power not plugged in, outlets don't work.
Of course if you have a generator on board that theory goes out the window.
We thinking along the same line here????
