3 questions about 1997 Merc 9.9

:confused:Hi, I'm new to this so please be patient. I have a few questions about the pontoon boat that I just bought. It's a 1997 Tracker (Mercury) 9.9 , 2 stroke. The tach isn't working. The motor runs fine, even though not very powerful. How do I check the tach ? Also, is there a way to boost the horsepower ? I've tried asking around, but nobody seems to be able to give me an answer. Can the jets or reeds be changed ? Also, how do I figure out what pitch prop do I need ? It's a 21' Fishin' Barge by Suntracker. Any help, would be appreciated. Thanks.

For the tach problem test your rectifier. As for the rest of your questions. No.
It would probably cost about $800 tp convert that to a 15HP but I seriously doubt you would even notice any difference. A 9.9 on a 21" toon is way under powered. You need a lot bigger motor. There should be a tag somewhere on the boat that tells you the max horsepower it is rated for.

Thanks for the reply. The boat is rated up to 90 HP, but the lake that the boat is on, is only allowing 10 HP. Most of the boats here are 9.9, but boosted to 15.
