Alpha 1 drive part

While dropping the lower unit to replace the water pump impeller this piece dropped to the ground with a clink. There are only a couple of witness marks on the piece. It does not show up in any of the Clymer schematics or the schematics at West Marine. It is a 1986 170 inline 4, it is a first gen alpha.
Does any one know what this piece is? and where it goes?

It looks like the exhaust shutter.
You might download the Mercruiser manual, the Clymer leaves a little to be desired.

If it dropped with a clink, I would have to say it was the anode. They go on the transom side of the outdrive, it sits flat on there.
