I have a 1989 Mercury 200 outboard on a Release flats boat. I have recently rebuilt the carbs and cleaned the fuel system. The engine fires right up, idles fine, and revs to max rpms in neutral. In the water, while in gear, it is VERY sluggish. Most of the time it will eventually hit its stride, but it takes a while, even when throttle is maxed out. It is strange, when it does hit, it hits hard, but getting it there is a pain. Sometimes it sounds like it is skipping, others it runs smooth, but still wont get up.
