Why does my Mercury die when I put it in water?

I have a 1978 Mercury 115 HP and when I put the muffs on it at home it runs great. When I place it in the water idle gets very low and dies. It is very hard to start as well. Please help.

Likely too lean, the idle and mixture settings must be done in the water, not on muffs.
