Evinrude lower unit woes

1980's Evinrude 70hp lowerunit froze when not running but dose turn a little when running? I am new to boating and would appreciate some input on what i am going to encounter when i dig into this lower unit. I am a mechanic but outboards are an item i know little about.

you really need the OEM service manual try searayman13 on ebay, they ususally have a good selection and reasonable prices. or outboardbook.com. do not get Seloc or Clymer.
