steerin woes

I recently bought an older boat that has a 1965 50 hp mercury motor. The steering is frozen on the motor, but the steering cable is apparently good. Has anyone had similar problems? How did you fix it? can an ameateur take on this problem. Thanks....... Jay

Jay, will motor swivel "turn" right and left with steering cable disconnected?
Will steering rod thru the pivot tube travel back and forth? If the latter is negative maybe I can help. Let me know.
