Mercruiser 4.3 choke problem

On cold starting my engine doesnt seem to start with a choke idle. It starts no problem first time but ticks over at normal 'warm' rpm? Could the choke be sticking. It did start once at a higher idle.

Is there anything I can do to check the choke is working?

With the engine cold remove the cover and see if its shut.
Start it up and the choke should open as the motor warms up.

what year is this motor?
