9.9 Johnson pull start won't engage

I recently bought a 9.9 Johnson that is 10 years old but almost no hours on it. It has electric start and fires up quickly and runs well. However, if I don't have a battery, the pull start doesn't engage the motor in neutral and seems to lock out (can't be pulled in forward or reverse). Am I missing something here?

You didn't give us the exact model of your motor, but looking at the diagram for the recoil starter on an electric start 1999 9.9 motor, I see a "lock out" which connects to the gear shift. This prevents the starter from being pulled when the motor is in forward or reverse.

As to why the pulley on the recoil starter isn't engaging the flywheel (which is what I'm interpreting you said) ... I have no idea. Have you removed the starter and examined it for damage?

Haven't gotten into it at all. I figured there was a lockout that was keeping it from pulling in gear. Seller said it had less than 20 hours on it and, since it starts immediately with electric start, I thought maybe there was something I needed to do to make the pull starter engage. It acts just like the old motors with dogs with springs on them that catch the flywheel to spin it but the rewind pulls easily but doesn't turn the motor over. Shucks. Guess I gotta go see what's wrong.
