Help Steering Problems!!!!!!

I have a johnson 150 fast strike engine, i have a uflex steering helm that i just replaced but the steering still won't turn it's very tight and refuses to turn in either direction. Where do i go from here help im out of ideas and need some aid.

does the motor turn freely when disconnected? rotary or rack helm?

yes when i take the cable out the engine moves freely, as does the steering wheel, so does the cable have a kink in it? or is the cable broke?

sharp bends binds the cable. may be too short.
