'84 Merc 90 ELPT- won't trim up

Ordered a shop manual, but I'd like to move the boat without dragging the skeg. Does anyone have any troubleshooting tips or temporary solutions? Voltage is good to the starter solenoid- are the tilt and trim relays accessable with the motor fully down. The pump runs in the down direction, but not so much as a click when trying to lift the engine. Thanks.

Try swaping the relays..move them around and see if it trims up.. If it does you have a easy fix!!
