1988 25 horsepower johnson not running very good?

The boat is tiller steer and pull start / the motor will run with the throttle turned all the way but it isnt running as fast as it should is there anyway i can adjust that /sometimes it will bog down and sometimes stall when you give it throttle fast or slow more so if you turn it fast /and it also doesnt want to start unless it is wide open

Sounds like carb is gunked up. Remove and rebuild. Take care in cleaning all passages.

pretty sure thats not it i rebuilt it and have taken it off several times since to check it

I still need some help here is some background i have replaced all the fuel lines rebuilt and cleaned the carb replaced fuel tank and bulb anyone have any other advice
