Fuel seeping through bottom carbuerator!

I got my 1985 Tohatsu 70hp running. It is very jumpy and then it wants to smooth out, then rough again. Now it just quit and when I squeezed the prime bulb to see if it quit because of lack of fuel, gas seeped out of the bottom carbuerator. I did have the carbs off yesterday and cleaned them all up, floats were free and very clean inside???

I pulled the carbs off aain and if I blow through the fuel line on the bottom carb while upside down (so the float is engaged) I can barely blow through. The other on is air tight. So it is leaking from somewhere?????

Fuel leaking through the outside of the seet!Can I get a needle and seet for a carb? Is seet pressed in or what?How do I get it out? It's a mid 80's 70hp- Thanks

You can get carb parts from any nissan/tohatsu dealer.
