Is it a rotary or rack and pinion helm?
At any rate, the cables end in rods, which are guided by the tubes. One tube is the tilt tube, and the other is bolted on in front of it. Clearance is only about .020" inside the tubes.
Usually you have to lift the engine off the transom to service the cables. If you back the nuts off on the cable end where it connects to the tubes, and you can turn the helm and make the cables move, then all you have to do is get the rods out of the tubes, clean em up, and regrease em.

Warning. Grease in the cables themselves will jam them up. They run in a light oil.
