Is it normal for the carbs on a 94 115 to be bone dry after sitting all winter. Went to drain the bowls before firing it up and was suprised there was no gas.

Yes, if the motor was not standing perfectly upright and full to the point of closing the float valve. air in evaporation out. Not much gas there to start with.

the evaporation may have left varnish in your carbs.

As said, carb's may get gummed up if you do not give them a good clean out from the remaining varnish.
