Steering not playing ball

The steering on my 96 Bayliner 1850 has about 1/8 play in it before it engages in turning the outdrive. The slack seems to be be at the wheel / rear assembly rather than the hydrolic mechansim.

Can anybody shed any light on how to fix this?

Make sure the cable is tight going into the helm behind the steering wheel
