two thrust bearings?

i changed my prop this evening and when i took it off i found two thrust bearings is this normal, i assume its not. they were stacked one on top of the other. The old owner put the prop on is it possible he just forgot to take the old one off before he put the new thrust bearing on, and does anyone know what kind of impact this would have on my drive unit. I have sea ray open bow with a 4.3 and alpha 1.

thrust washers are closest to gear housing assuming this was done to allow prop to be tight instead of two spacers with spline grooves if these are in fact bearings not too sure
