prop does not move in reverse 1971 Merc 1350

I have a 1971 merc 1350 outboard, I recently aquired. I was assured it was in good working condition, but seams to have an issue with reverse. When in neutral, the prop spins freely in both directions, in forward it spins in one direction, in reverse it does not spin at all. The prop will move about an 1/8" in either direction. I have tried removing the cables and shifting manually with the same result. Is there anything else I can try, or is the lower unit shot?

If i remove the lower unit, can I manually shift gears and attempt to spin prop to determine if the lower unit is definately bad?

Is it safe to start the motor using a flusher and engage forward/reverse to see it I have the problem while the motor is running?

What you have described is proper operation of the gearcase. In forward the prop will rachet when turned CW. In reverse prop will spin 1/8 turn in either direction.

You can always try the flusher. The waterpump is driven by the driveshaft, not the propshaft.
