1972 Evinrude 85hp will not come out of forward

I have a 1972 Evinrude 85hp serial#85293R Hydro Electric Shift that will not come out of forward gear. After reading this forum I have tried to jump wire 12V across from the starter solenoid to the green wire coming from the solenoid in the lower unit. I get nothing the man I got it from told me to remove the plugs, turn key one click push the button to neutral and rock the prop back and foth untill it comes out???

The starter will engage the flywheel but will not turn it, it is like it is locked up but have check and can't fine anything. Change the oil in the lower unit to Type C to make sure that had nothing to do with it.

Sorry but no need to reply I have found the problumn it was in the shifting box buttons the plate below had moved forward not allowing it to go into neutral. We had ohm out the blue and green wire to lower unit and was 7ohms so we had to check out the wiring back to box and that was where it was at.
