1997 150 hp Merc won't start

I recently purchased a 150 hp Mercury motor (1997) I had a friend of mine who has an engine repair shop mount the motor a week ago. He had it fire up every time he would hit the key before it left to come back to me (6 hour drive) The gas tank was not hooked up at the time, he just used a portable tank. Last night I got it back and hooked up the fuel tank, primed it, cranked it for about a minute and it started. I shut it off after about 10 seconds then cranked on it again, it back fired and then started. Today I can't get it to fire at all. I have spark, replaced all the plugs, there is gas on the plugs but it won't fire up. The other thing is after cranking on it for about 5 seconds the controll box beeps rapidly until you turn the key off.............Any suggestions???

Jeremy, Is the motor carbed? Does it have oil injection or has that been removed?

The obvious choice is that your permanent tank has water in it. You might drain the carbs and use a portable tank with straight gas (oil injection is functioning) or 50::1 gas oil mix (oil injection removed).
