1994 Mercury 90EL outboard, less power than my old 60 Top Carb Problems HELP!!!!

I am trying to help my buddy out with his boat he just repowered it with this 1994 Merc 90 and the boat feels about the same as it was with the 60hp. The compression is all even but when you adjust the top carb there is no responce in the motor, I have checked for spark and fuel to that cyl and have both any suggestions???
