idling problem 1978 seahorse 6hp

I recently bought a 1978 6hp johnson seahorse. The motor runs great at high speeds in the water. The problem is the motor will not idle at a low speed in neutral prior to shifting. attempts to adjust the richness and adjusting the screw only make the motor stop running. The motor starts ok but needs gas to get it going , then it doesn't slow down. I don't have a big turn in the throttle handle. Adjusting the screw where the throttle arm bends gives more turn in the handle towards the slow direction but only causes the motor to stop. I don't want to shift into gear at high rpms...what can I do?
